Across controlled scenarios, the optimizer<br>yields 6\u20139% fleet-mean quality gains with sub-second runtime,<br>driven by a strong diurnal correlation with MUF. Our pipeline<br>ingests ISS ephemerides to proxy ionospheric state, estimates<br>bandwise link utility (HF\/VHF\/UHF\/SATCOM), and performs<br>constrained local motion search per vessel before visualizing<br>results and saving standardized artifacts.
